Where Ofcom1 proposes to grant a licence2 to provide a national service (a 'national licence')3, it must publish, in such manner as it considers appropriate, a notice (a 'tender notice')4:
(1) stating that it proposes to grant such a licence5;
(a) the period for which the licence is to be granted6;
(b) the minimum area of the United Kingdom7 for which the service is to be provided8;
(c) the digital capacity that is likely, in Ofcom's opinion, to be available from the holders of national radio multiplex licences9 for the broadcasting of a simulcast radio service10 corresponding
