Where Ofcom1 proposes to grant a licence2 to provide a local service (a 'local licence')3, it must publish, in such manner as it considers appropriate, a notice (a 'tender notice')4:
(1) stating that it proposes to grant such a licence5;
(2) specifying the area or locality in the United Kingdom6 for which the service is to be provided7;
(3) inviting applications for the licence and specifying the closing date for applications8; and
(4) stating the fee payable on any application made in pursuance of the notice9.
