Where Ofcom1 proposes to grant a licence2 under Part I of the Broadcasting Act 19963 to provide a multiplex service (a 'multiplex licence')4, it must publish, in such manner as it considers appropriate, a notice5:
(1) stating that it proposes to grant such a licence6;
(2) specifying the frequency7 or frequencies on which the service is to be provided8;
(3) specifying, in such manner as Ofcom considers appropriate, the area or areas in the United Kingdom within which the frequency or frequencies is or are to be available9;
(4) inviting applications for the licence and specifying the closing date
