Where Ofcom1 proposes to grant a licence (a 'Channel 3 licence'2) to provide a Channel 3 service3 it must publish, in such manner as it considers appropriate, a notice under the Broadcasting Act 19904:
(1) stating that Ofcom proposes to grant such a licence5;
(2) specifying: (a) if the service is to be a regional Channel 3 service6, the area in the United Kingdom7 for which the service is to be provided8; (b) if the service is to include the provision of different programmes9 for different areas or for different communities10, the different parts of that area, or as
