It is the duty of Ofcom1, by exercising: (1) its powers under the Broadcasting Act 1990 and the Broadcasting Act 1996; and (2) its powers under Part 3 of the Communications Act 20032, to secure that the holder of every Broadcasting Act licence3 at all times holds his licence on the conditions which are for the time being included, under the regulatory provisions of Chapter 4 of Part 3 of the Communications Act 20034, and under the media ownership and control provisions of Chapter 5 of Part 3 of that Act5, in the regulatory regime for the licensed service6.
