As soon as possible after the end of every financial year1, the Welsh Authority2 must prepare a general report of its proceedings during that year, and transmit it to the Secretary of State3 who must lay copies of it before each House of Parliament4. The report must have attached to it the statement of accounts for the year and a copy of any report made by the auditors on that statement
