The Secretary of State1, on an application made for the purpose, must register as a British citizen any person who is ordinarily resident in Hong Kong at the time of the application and who satisfies the requirements of head (1) or head (2) below2. The requirements are that, immediately before 4 February 19973:
(1) the person: (a) was ordinarily resident in Hong Kong; (b) was a British overseas territories citizen4 by virtue only of a connection with Hong Kong5; and (c) would have been a stateless person if he had not been such a citizen, or such a citizen
