Any person who was a British overseas territories citizen1 by virtue (wholly or partly) of a connection with Hong Kong2, and who but for that connection would not have been such a citizen, was entitled before 1 July 1997 to be registered as a British national (overseas) and to hold or be included in a passport appropriate to that status3.
