The persons who may apply to the court1 are:
(1) the debtor2;
(2) a person who was entitled3 to vote in the creditors' decision procedure, or who would have been so entitled if he had had notice of it4;
(3) the nominee5 or his replacement6; and
(4) if the debtor is an undischarged bankrupt7, the trustee8 of his estate9 or the official receiver10.
Such an application may not be made:
(a) after the end of the period of 28 days beginning with the day on which the creditors decided whether to approve
