247.     Duty to investigate.

It is the duty of the official receiver to investigate the conduct and affairs of each bankrupt, including his conduct and affairs before the making of the bankruptcy order and to make such report, if any, to the court as he thinks fit1. However, where the official receiver thinks such an investigation is unnecessary, the duty does not apply2.
