The conditions that must be met before the official receiver1 may make a debt relief order2 are:
(1) the debtor3 is domiciled4 in England and Wales on the application date5, or, at any time during the period of three years ending with that date, was ordinarily resident6 or had a place of residence7, or carried on business8, in England and Wales9;
(2) the debtor is not, on the determination date10: (a) an undischarged bankrupt11; (b) subject to an interim order or voluntary arrangement12; or (c) subject to a bankruptcy restrictions order13 or a debt relief restrictions order14;
