If revocation or variation of an air transport licence or a route licence1 has taken effect, or if a route licence ceases to be in force2, the Civil Aviation Authority ('CAA')3 may require any person who has the licence in his possession or control to surrender it for cancellation or variation4. Any person who fails, without reasonable cause, to comply with any such requirement is guilty of an offence5.
