The Civil Aviation Authority ('CAA')1 must prepare and publish a statement of its policy with respect to:
(1) carrying out its function to provide information for benefit of users of air transport and environmental information2;
(2) imposing penalties for failing to comply with a notice or for providing false information or destroying relevant documents3; and
(3) determining the amount of such penalties4.
