Where an accident1 or serious incident2 which results in the withdrawal from service of an aircraft occurs in or over the United Kingdom3, no person other than an authorised person4 may have access to the aircraft involved and neither the aircraft nor its contents may be removed or otherwise interfered with except under the authority of the Secretary of State5, save that6:
(1) the aircraft may be removed or interfered with so far as may be necessary7 for the purpose of:
(a) extricating persons or animals8;
(b) removing any mail, valuables or dangerous goods carried by the aircraft9;
