If, on a representation made by a statutory undertaker1, the Secretary of State is satisfied that the making of any order or the giving of any direction under or in pursuance of Part II of the Civil Aviation Act 19822 has rendered impracticable the fulfilment of any obligation incurred by the undertaker in connection with the carrying on of the undertaking, he may by order direct that the undertaker is to be relieved of that obligation, either absolutely or to such extent as may be specified in the order3.
