The Secretary of State1 may make regulations in order to facilitate the assessment and collection of charges2. The regulations may require operators or owners of aircraft or managers of aerodromes3:
(1) to make such records4 of the movements of aircraft, and of such other particulars relating to aircraft, as are specified5;
(2) to preserve the records for a specified period6;
(3) to produce relevant records7 for inspection by specified persons at specified times8; and
(4) to provide specified particulars of relevant records to specified persons9.
