The Civil Aviation Authority ('CAA')1 may publish information and advice which it thinks it is expedient to give to operators and owners of aircraft, owners and managers of aerodromes2, or persons travelling in aircraft and persons with rights in property carried in them3. The CAA may alternatively arrange for the publication of such information and advice4. Publication may be in such a form and manner as the CAA thinks appropriate
