A person must not act as a flight information service officer1 at any aerodrome2 or area control centre3 or hold himself or herself out, whether by use of a radio call sign or in any other way, as a person who may so act unless:
(1) they hold and comply with the terms of a flight information service officer's licence4 authorising the holder to act as such an officer at that aerodrome or area control centre5;
