1016. Prohibition of restrictions on access to groundhandling market.

The managing body1 of a category A or category B airport2 must take the necessary measures to ensure free access by suppliers of groundhandling services3 to the market for the provision of groundhandling services to third parties4. The managing body of a category A, category B or category C airport must take the necessary measures to ensure the freedom to self-handle5. The managing bodies of other airports6 must take the necessary measures to ensure the freedom to self-handle, but only in relation to non-airside groundhandling services7.
