An order for the stopping-up or diversion of highways1 made by the Secretary of State2 is subject to special parliamentary procedure3.
Provisions of the Statutory Orders (Special Procedure) Act 19454 relating to the notices to be given and the other requirements to be complied with before an order is made apply to the making of such an order5. The Civil Aviation Act 1982 also requires notice of the proposed order:
(1) to be displayed at the ends of that part of the highway which is to be stopped up or diverted under the order
