Any customs and excise officer1 or constable2 may, if it appears to him that an aircraft is intended or is likely to depart for a destination outside the United Kingdom3 and the Isle of Man from any place other than a customs and excise airport4 or from a customs and excise airport before clearance outwards is given5, give such instructions and take such steps by way of detention of the aircraft or otherwise as appear to him to be necessary in order to prevent the flight
