If it appears to the Civil Aviation Authority ('CAA')1 that a licence holder2 may have contravened or may be contravening or is likely to contravene a duty3 or a licence condition4, it may, for any purpose connected with such of the CAA's functions5 as are exercisable in relation to the matter, serve6 on any person a notice which:
