An order for the stopping-up or diversion of a highway1 may provide:
(1) for securing the provision or improvement of any highway where necessary or desirable in consequence of the stopping-up or diversion2;
(2) for directing that any highway provided or improved in pursuance of the order is to be maintainable at public expense3;
(3) for specifying which authority is to be the highway authority for it4;
(4) for directing that a highway provided or improved in consequence of the stopping-up or diversion of a trunk road is itself to be a trunk road5;
(5) for the retention or
