The person in control of any aerodrome1 must permit an officer2 at any time to enter upon and inspect the aerodrome and all buildings and goods on it3.
The person in control of an aerodrome licensed under any enactment relating to air navigation or authorised by a certificate4 and, if the Commissioners for Revenue and Customs5 so require, the person in control of any other aerodrome, must6:
(1) keep a record of all aircraft arriving at or departing from it
