The Secretary of State1 may direct the operator2 of one or more aircraft registered or operating in the United Kingdom3, or the manager of an aerodrome4 in the United Kingdom, not to cause or permit persons or property on board the relevant aircraft or to come into proximity to the aircraft unless searches of those persons or that property have been carried out by constables5 or other specified persons6.
