The Secretary of State1 may make an order creating easements over land, or other rights2 in respect of land, where he is satisfied that it is expedient to do so3 in order to secure:
(1) the safe and efficient use for civil aviation purposes4 of any land which is vested in the Secretary of State, Eurocontrol5, the Civil Aviation Authority ('CAA')6, an air traffic services licence holder7 or a relevant airport operator8, or which any of them proposes to acquire9;
