The Secretary of State1 may by regulations2 make such provision as appears to him to be requisite or expedient3:
(1) for the investigation of any accident4 arising out of or in the course of air navigation, and either occurring in or over the United Kingdom5 or occurring elsewhere to aircraft registered in the United Kingdom6; and
(2) for carrying out any Annex to the Chicago Convention7 as it has effect from time to time with any amendment made in accordance with the Convention8
