The Secretary of State1 may direct an aircraft operator2, an aerodrome manager3, the occupier of any land forming part of an aerodrome, or a person authorised to have access to a security restricted area4 for the purpose of his business activities, to take specified measures, in respect of aircraft, aerodromes, specified land or specified activities carried on by the relevant person in the security restricted area, as the case may be5. Such measures may include the provision of personnel to guard aircraft, the aerodrome, persons or property in any part of the aerodrome, or that part under the control
