The Secretary of State1 is the competent authority in relation to access to air services operated within the EU ('intra-Community air services')2. The obligation of the Secretary of State, when taking any decisions under the provisions relating to public service obligations3, to comply with the applicable provisions and any enforceable EU obligation applicable to the imposition of a public service obligation concerning a scheduled air service4, is a duty owed to air carriers licensed by EU member states ('Community air carriers')
