The Civil Aviation Authority ('CAA')1 may modify the conditions of a licence2 if its holder3 consents to the modifications4.
Before making such modifications, the CAA must publish a notice in such manner as it thinks appropriate for bringing it to the attention of persons likely to be affected by the making of the modifications5.
