An aircraft must not be flown over the congested areas of cities, towns or settlements or, unless at such a height as will permit, in the event of an emergency arising, a landing to be made without undue hazard to persons or property on the surface1.
An aircraft must not take off or land within a congested area2 of any city, town or settlement except at an aerodrome3 in accordance with procedures notified by the Civil Aviation Authority ('CAA')4 or at a landing site which is not an aerodrome in accordance with the permission of the CAA5.
