A transfer scheme is a scheme which contains provisions falling within one or more of the following heads1:
(1) provisions for the transfer of any of the property, rights or liabilities of the Civil Aviation Authority ('CAA')2 or of all or part of its undertaking3, to the Secretary of State4, a company which is wholly owned by the Crown5, a company which is wholly owned by the CAA6, or a company which is a wholly owned subsidiary of a company wholly owned by the Crown or the CAA7;
(2) provisions for the transfer of any of the property, rights
