The person supervising the loading of an aircraft registered in the United1 must, before the commencement of a flight for the purpose of public transport2, prepare and sign a load sheet in duplicate conforming to the prescribed requirements3; he must then, unless he is the pilot in command4 of the aircraft, submit the load sheet for examination to the pilot in command, who must sign it5.
This requirement does not apply if the load and the way it is to be distributed and secured upon the next intended flight are to be unchanged from the previous flight and the pilot
