The functions of the Civil Aviation Authority ('CAA')1 to:
(1) revoke, suspend or vary an ATOL2 or accreditation3 otherwise than on the application of the person concerned4;
(2) grant or vary an ATOL or accreditation in terms other than those requested by the person concerned5;
(3) refuse to grant an ATOL or accreditation6; or
(4) provisionally vary an ATOL or accreditation7,
may not be performed on behalf of the CAA by another person8. For these purposes, the quorum of the CAA is one member9. Any other decision to grant, revoke, suspend or vary an ATOL or accreditation may be made
