If it appears to the Secretary of State1 that buildings near a designated aerodrome2 require further protection from noise and vibration attributable to the use of the aerodrome, he may by statutory instrument make a scheme requiring the person for the time being managing the aerodrome to make grants towards the cost of insulating those buildings against noise3.
The scheme, made after consultation with the relevant manager4:
(1) must specify the areas and expenditure in respect of which, the persons in respect of whom, the rate at which, and the conditions on which, grants may be paid
