The pilot in command1 must ensure that:
(1) in the case of a flying machine or airship2, sufficient fuel, oil and engine coolant (if required) are carried for the intended flight, and that a safe margin has been allowed for contingencies3;
(2) in the case of a public transport flight4, the instructions in the operations manual5 relating to fuel, oil and engine coolant have been complied with6; and
(3) in the case of an airship or balloon, sufficient ballast is carried
