The Civil Aviation Authority ('CAA')1 is empowered to prevent the operation of aircraft in contravention of the noise certification requirements. Where the CAA or an authorised person2 has reason to believe that a civil propeller-driven aeroplane3 or a civil subsonic jet aeroplane is intended to be operated by any person without the noise certificate4 required to be in force in respect of that aeroplane, it or he may give to the person appearing to be in command of the aeroplane a direction that he must not permit the aeroplane to take off until the CAA or the authorised person
