1085. Differing regimes under the Basic EASA Regulation and under the Air Navigation Order 2016.

There are two regimes in place that govern the operation of civil aviation. The first regime is established under the Basic EASA Regulation1 and applies to all aircraft including any installed product, part and appliance, which are:

  1.  

    (1)     designed or manufactured by an organisation for which EASA2 or a member state ensures safety oversight3;

  2.  

    (2)     registered in a member state, unless their regulatory safety oversight has been delegated to a third country and they are not used by an operator in the EU ('Community operator')4; or

  3.  

    (3)     registered in a third country and used by an operator for which
