The Secretary of State1 may make regulations2 containing:
(1) provision which, in the case of default by an operator in paying a charge3, authorises the detention (pending payment) of certain aircraft4;
(2) provision which, in the case of default by an operator in complying with a requirement5 to produce records for inspection or provide particulars of records, authorises the detention (pending compliance) of any aircraft of which he is the operator when detention begins6;
(3) provision which authorises the sale of any detained aircraft if the default is not remedied within a specified period7.
Such regulations may:
