Where default is made in the payment of airport charges1 incurred in respect of any aircraft at an aerodrome owned or managed by any government department or a local authority2, or at any other designated aerodrome3, the aerodrome authority may:
(1) detain, pending payment, either the aircraft4 in respect of which the charges were incurred, whether or not they were incurred by the person who is its operator5 at the time the detention begins, or any other aircraft of which the person in default is the operator at the time detention begins6; and
(2) sell the aircraft in order
