The operations manual1 must contain all such information and instructions as may be necessary to enable the operating staff2 to perform their duties3, but it need not contain any information or instructions available in a flight manual accessible to the persons by whom the information or instructions may be required4.

(1) the number of crew5 to be carried in the aircraft, on each stage of any route to be flown6;
(2) the capacities in which the crew members are to act7;
