If the Civil Aviation Authority ('CAA')1 is satisfied that:
(1) an airport operator2 is failing to comply with an obligation imposed on it3; or
(2) an airport operator has failed to comply with such an obligation and is likely to do so again4,
the CAA may give the airport operator an order requiring it to take the appropriate steps5 specified in the order6.
