If any land is damaged in the exercise of a power of entry or in the making of any survey1, such compensation as may be just must be paid to the persons interested in the land2. Any dispute as to whether compensation is payable, as to its amount, or as to the persons to whom it is payable, must be referred to and determined by the Upper Tribunal3.
