1411. Commander's powers as to offences.

For the purposes of any proceedings before any court in the United Kingdom1, if the commander2 of an aircraft3 in flight4, wherever that aircraft may be, has reasonable grounds to believe in respect of any person on board the aircraft:


    (1)     that the person has done or is about to do any act on the aircraft while it is in flight which jeopardises or may jeopardise the safety of the aircraft or of persons or property on board the aircraft or good order and discipline on board the aircraft5; or
