Statutory provisions regulate the liability of the owner or operator of an aircraft which, while taking off, in flight or landing, collides with another aircraft which is on the surface and is not taking off or landing, or with any other type of vehicle or vessel on the surface1. The provisions do not, however, cover collisions between aircraft in the air (except in so far as the collision causes damage to persons or property on the surface), between aircraft on the surface when neither is taking off or landing, or between an aircraft on the surface which is not
