735. Civil aviation functions.

The Secretary of State1 is charged with the general duty of organising, carrying out and encouraging measures:


    (1)     for the development of civil aviation2;


    (2)     for the designing, development and production of civil aircraft3;


    (3)     for the promotion of safety and efficiency in their use4;


    (4)     for research into questions relating to air navigation5;


    (5)     for safeguarding the health of persons on board aircraft6.

The Secretary of State must exercise his functions under the Transport Act 20007 so as to maintain a high standard of safety in the provision of air traffic services8. He must exercise the functions in the
