The Civil Aviation Authority ('CAA')1 may refuse to consider an application for the grant, revocation, suspension or variation of an air transport licence or route licence2 unless it is made in the prescribed manner3. The CAA must publish particulars of the application4; it may, however, dispense with publication if this is unlikely to prejudice any interested persons having a right to be heard5.
