The Secretary of State1 may by notice2 provide that it is the duty of the operator3 of an aircraft to secure that, after the aircraft takes off or before it lands at a designated aerodrome4, the requirements specified in the notice are complied with, for the purpose of limiting or mitigating the effect of noise and vibration connected with the taking off or landing of aircraft at that aerodrome5. If it appears to the Secretary of State that any such requirement has not been complied with he may, after considering any representation that the operator may make to him,
