The person managing a designated aerodrome1 must comply with directions given to him by the Secretary of State2 for the purpose of limiting, or of mitigating the effect of, noise and vibration connected with the taking off or landing of aircraft at the aerodrome3. Such directions may be given for the purpose of avoiding, limiting, or mitigating the effect of, such noise and vibration either generally, or in any particular area or areas4.
After consulting any such person, the Secretary of State may by order5 require him, at his own expense, to provide, maintain and operate specified equipment for measuring
