Special rights of first refusal are granted to certain tenants of flats such that a landlord may not dispose of any estate or interest in the relevant premises1 by public auction unless he has served a notice on the tenants conferring a right of first refusal2. A landlord commits an offence if, without reasonable excuse, he makes a relevant disposal affecting any relevant premises without having first complied with the notice requirements or in contravention of any prohibition or restriction so imposed
